How To Justify That A Person Has A Sociopath Type Personality Disorder?

Hi, I feel a person my ex partner has connected with has extreme sociopath type personality disorder. How can I be sure as she has rubbished him, said she will not emotionally ever be sucked in but within 4 weeks has supposedly got him to purchase a bus and sailing boat together. He has been emotionally very vulnerable, has an alcoholic issue I feel very concerned.
