General Surgeon 's  Response
Hi,

Noted the history related to your left swollen left knee, aspiration of fluid and steroid shot yet the problem not solved, there is partial tear of meniscus on MRI of the knee in a female of 54 years.

Since you have already undergone through the MRI and short treatment which might have helped but has not. Hence I would advise you the following:
Consult your Orthopedic Surgeon and if he insist for Arthroscopy and any procedure please go ahead as this seems to be needed.
There is a chance that there are some loose bodies which now act as foreign bodies which cause local reaction, rubbing and complications which need to be flushed out, tore meniscectomy may be needed.
Till all these things are done give complete rest to the affected knee. Continue medications as might have been prescribed by your Doctors.

Hope I have answered your query. Let me know if I can assist you further.

Regards,
Dr. T. Chandrakant, General Surgeon
