Hi,
Welcome to HCM,

You are having itchy rash on face and other areas off and on since childhood.
You are having dry skin.
With such history, I feel that you are atopic.
And you are having atopic dermatitis.
It is increased after heat exposure.

Atopy is a diathesis which is inherited.
Atopic persons may have dry skin, many skin diseases like dermatitis, pityriasis alba, psoriasis and other diseases like rhinitis and asthma.

Atopic dermatitis might be triggered by dry weather, heat, dust, housedust mite, soap,pollens,grass,wool...etc contactants. And certain food like cow milk, eggs, sea food, peas, nuts, fermented food, colored cold drinks, beverages..etc

Avoid suggested contactants and diet factors.
Avoid soap bath.
Keep the skin moist.

If there is infection take antibiotics.
Take antihistaminics to relieve pruritus.
If there is severity, steroids may be taken in tappering dose for short period.

Avoid stress and worries..which may exacerbate disease.
Consult eminent dermatolgist for proper treatment.

I hope you got my answer.
Thanks.
