Hello I Am 38 Weeks FTM And My Edd Is

Hello
I am 38 weeks FTM and my edd is 21st April. I am 29 years and 100kgs ( was 76kcs when conceived) I have constant swelling on entire legs and a bit on stomach since completion of 7th month. In last 10 days my BP went high as 140/90 & so I am taking tablet lobet 100 mg twice a day which has brought my BP to 120/80. My AFI is 8cm. Baby weight is 2.8kg now. Since 7th month there is a single loose loop of cord with normal blood flow around neck in head down position. The head of the baby a bit towards the front. For one day I had felt less fetal movement which resumed to normal ( Good 10-15 movements in a day) by night itself. In all these circumstances, should I opt for cesarean or wait for normal labour pain to initiate?
