Have Fair Skin, With Freckles. Get Spots Of Dryness Down The Arms In Winter. Suggestions ?

Wondering how to best treat flaky, almost scaly, small, red circular dry patches on my arms and shoulders. I'm very fair skinned, with freckles, and live in Canada where I get very dry skin over winter. I get these 1 centimetre-size spots of dryness up & down my arms. No amount of exfoliating or moisturizer helps. Just bought Bio-Oil, but am wondering if there's something else I could be doing.

From the description it seems, your skin lesions could be of psoriasis. Psoriasis is characterised by raised itchy red lesions with adherent silvery scales.
Treatment involves use of emollients and steroid creams if the disease is limited and mild.
I would advise that you consult a dermatologist nearby to get the concerned area examined, so that proper treatment can be started.
