Does Varying High BP Require Treatment?

My blood pressure initially could not be taken but when arrived at er it was 188/100 and I had stinging legs the er doctor was very blaise about it and sent me home with no treatment blood 166/88 when I left is this normal to not treat at all as my pressure has been fine up to this point?
