Does Slight Ligament Damage In Knee Cause Severe Pain?

I had an accident back in 2012, I was knocked off of a push bike. My right knee took brunt of impact. It swelled up and was very painful. I ve had Physio and an arthroscopy. Been told I have slight ligament damage ( the lowest grade), also had Cartlidge trimmed. Other than this nothing else has showed up. Even on MRI scans. Yet my knee has pain around the impact site. Front left of knee.. After driving for two hours I have to stop as i ll be in agony. I guess as a result of knee being still for to long.. I have been informed by a doctor that this will be the case for the rest of my life. I wondered if a different doctor would be worth seeing or if these symptoms sound Familia ? I can run and cycle but if I over do it my knee is again causing me pain. It send pain up and down my leg. Down my shin in to foot and up my thigh. Any thoughts welcome.
