Diarrhea, Vomitting With No Fever. Redness On Forehead And Face. Concern?

Hi my 21 month old has been feeling sick the past few days. It started with just a bit of diarrhea the second night she started having it very frequently asking with vomiting but no fever. Her face was also very red on her forehead and under her eyes (no rash)and she stopped taking fluids. Today the vomiting has stopped she has started to drink a little and is still producing diapers with urine. Her face is still red however. Should I be concerned and take her to the E.R.or wait it out as long as she keeps drinking.
