Pediatrician 's  Response
Your child unfortunately has a condition called partial trisomy chromosome 3. Chromosomes have two parts p and q. Depending on where the extra material is located, it could be trisomy 3p or trisomy 3q. All the cells of the body have this alteration and that cannot be replaced. All that can be done is the management of the symptoms. For the developmental delay and mental retardation, he can get support at any hospital or centre with developmental pediatrics setup. I would suggest you to take him to such a centre.
