i have a scab on both knees since i was a kid (old soccer wounds from playing on concrete) the skin is dark thick and rough and is very visible and so looks unsightly. It has prevented me from wearing shorts in the summer and so i wanted to know whether there was a way of improving the appearance?

It could occur because of chronic friction. You could apply a moisturizer containing urea and lactic acid as its main ingredient several times during the day. These two ingredients will help to soften the thickened skin. At bedtime, apply an ointment containing 6-12% salicylic acid. Be careful not to overapply this ointment and apply it only on the affected area. This will remove the thickened layers of the skin gradually. Do this for 2-3 months for best results. The other possibilities which you should rule out is chronic plaque psoriasis an localized pityriasis rubra pilaris which are two disorders of skin formation.
