Can Damaged Veins In Arms After Long Term IV Usage Be Treated?

I have also damaged my veins from IV use 20 years ago. I injected pharmaceutical meds using a butterfly devise in arms & hands.I now have many health issues (some due to the IV use). Over the last 10 years I have needed many IVs while in hospital for many issues. I believe that has also contributed to the problem.Is there something like a life port out there that would help me in case of emergency?Thanks
