Can Cortisone Injections Cause Migraines?

Can cortisone injections set off migraines? I had both knees injected yesterday for osteoarthritis pain & within 30 minutes started getting a headache which is still present after 12+ hours of teh injection. I think it s stress from worring about the injections.
