Can A Low Testosterone Level Cause Imbalance?

have been on estrogen/testerone and progesterone replacement , all levels good except testosterone level is 11 , feel off balance and kinda dizzy sometimes is it the testosterone being low ? I have my olvaries had hysterectomy years ago , been on replacements for 2 years
