Bump On Penis Base, Flesh Colored, Filled With Blood, Appears Black When Not Touched. Treatment?

I have a small pin head sized mole like bump on the base of my penis . When I stretch it a little it turns flesh colored but then fills up with blood again after. If I go e few days without touching it it looks like a black mole, but if I stretch it a few times in is a red mole. It s like fresh blood takes the place of the old. What is this?

These are called vascular malformations. They are just mal-arrangement of blood vessels. These can be present anywhere in the body.
They are not serious and wont become cancer or interfere with organ function.
