Are Vomiting, Lack Of Appetite, High Fever And Eyes Signs Of Cerebral Attack?

Dear doctor

I have a family member who lost a 8 month old baby due to cerebrovascular accident about 6 years ago. That child was very tiny.

Since then he married to another women and they have a baby together. The child is now two and a half years old. He is also tiny and under weight for his age. They are not poor. Last week he also have the same symptoms that his late brother have: dont want to eat, vomit, high fever, groan, eyes turn inside out. He was in hospital for a few days. The doctors do several tests but cant make a diagnosis.

My question: Is this typical symtoms of cerebrovascular accident in children and is it possible a genetic disorder?

Thanks for your reply.
