Are Skin Rashes, Broken Blood Vessels Around Eyes Symptoms Of Liver Failure?

My boyfriend who is 25 recently found out that he has liver problems due to drinking; skin rashes, broken blood vessels around the eyes, mood swings. Is this something that is already seriously affecting his liver, or can simply quitting alcohol help his body to recuperate?

cannot say in your particular case BUT
if it is due to drinking it is due to the drinking effects on the proteins put out by the liver (checking clotting ability) or to inhibition of the blood making organs (lower platelet counts). Both of these are testable.
