Are Pain And Vibrating Sensation In The Neck Symptoms Of A Pinched Nerve In The Neck?

I have had a sore neck for several months. The mild pain runs down the side of my neck just under the right ear down to the top of my chest just under the color bone. At that point there is what feels like an mild electrical vibration that causes the skin to vibrate. This vibration happens many times throughout the day. I am curious if this might be caused from a pinched nerve in my neck. Should I see a neurologist?
