Are Cloudy Urine, Discomfort And Itching Due To Urinary Infection?

Hi My 5 year old daughter has cloudy urine & is having some discomfort & itchiness down below, could she have a urine infection?? We saw the dr briefly about a week ago & he told me to buy some thrush cream, I tried to get a sample of urine from her whilst we were there but she couldn't so thought we'd try the thrush cream & come back if it persisted, but the cream doesn't seem to of worked.
