5 Year, Having Black Skin Around Neck During Change Of Weather. Can I Apply Cream?

Hi,

My twin daughters, aged 5 yrs have developed blak skin around the back part of their neck. It mostly happens whenever there is a change in the weather. This time it had grown too much and the neck almost looks black with layered skin seeming like dead skin. However when we try to rub it there is no skin that removes. We are worried if this is some skin problem for both of my kids.

Please let me know if ai can apply any cream or ointment for this.

Any how it is better to consult a dermatologist for diagnosis and treatment. Thank you.
