Pediatrician 's  Response
Hi,

A 2yrs old child should ideally be speaking two words sentences by now.Since your child is partially responding to you, understanding your commands but not able to speak there is possibility of her suffering from motor speech disorder.

I would suggest that you get her auditory function test done and then get her evaluated by an ENT specialist and a speech therapist.

Bye
Take Care.
