Question: my brother is suffering from paralysis from 8Years n got 2nd attack on last winter. from then he lost his talking ability nd he can't walk also. what should we do. can he recovers.

Thanks for the query.
As per your description it seems like he is having recurrent attacks of stroke.
You can opt for an MRI brain to assess the severity of the disease.
He should be started on blood thinners like aspirin to prevent further attacks.
Physiotherapy is very effective to improve his weakness and he can mobilise also. Keep in mind that it will take long duration and there will be always residual paralysis.
Consult a neurologist and he will direct you accordingly.
