Brief Answer:
There can be several causes, require further evaluation.

Detailed Answer:
Hello,

I have gone through your query and reviewed attached image. Here is my advice.

As per your history, there can be several causes for blisters which should get evaluated.

Kindly follow up with a bit more information,
Does h/she has fever, itching, painful /painless blisters?

Does h/she has any history of allergy?

For further assessment, I would suggest you to consult with Dermatologist for detailed clinical examination. He may procure relevant blood investigations as per evaluation to rule out herpes/ fungal infection.

Mean while, use properly fitted cushioned shoes to prevent shoe bites. Avoid bandaid. Do antiseptic dressing. Maintain proper hygiene. Further treatment mainly depends upon the underlying condition.

Hope I have answered your query.
Let me know if I can assist you further...
