I can understand your concern.
Chapped cheeks in this age in absence of other symptoms like fever, dandruff or scaly skin is mainly due to some allergic dermatitis ( mostly due to cold).
Application of oil based emmolient helps.
If it persists you may need to apply some steroid like hydrocortisone or mometasone.
Please let me know if there are any other symptoms like fever, rashes in other parts of body, dandruff etc.
