This is most commonly caused by an infection, and typically this is a sexually transmitted infection. While most causes have burning with urination, some do not, so even without the burning, this would be the most likely diagnosis. The next step would be to see a doctor to get a urine test done to confirm there is an infection, and then you should be treated to cover both chlamydia and gonorrhea.
