What i meant is that if the male penis head touches the female genital open sore or lesion "due to herpes or other condition" would there be a risk of HIV transmission from female to male in such scenario?

From your question now I understand that the female has a genital sore with oozing some bloody or serious discharge. When the penis head touches such wound, there is very minimal risk of HIV transmission theoretically. It depends upon the following factors :
1)amount of infective fluid exposed
2) duration of exposure
3) amplitude of viral titre in blood or the viral load of infectious person.
Most of the times, if you wash away immediately after exposure there is no chance of transmission.
