Brief Answer:
normally takes 2 to 3 days

Detailed Answer:
HI, thanks for using healthcare magic

It would normally take 2 to 3 days for any improvement to be seen.

At assessment, a persons blood pressure may be normal, prehypertensive, stage 1 hypertensive or in stage 2 hypertension.

Stage 2 hypertension is the highest stage, the reading that you mentioned of 173/128 is a stage 2 blood pressure.
High blood pressure is associated with increased risk of heart disease and stroke and the higher the reading, the greater the risk.

In many persons with stage 2, it is very difficult for one medication to bring down the blood pressure unless the dose is high.
In most at least 2 medications are needed to bring it down.

If you do not notice any significant decline in 2 to 3 days then you may want to consult his doctor. If you are not comfortable with this, you can wait an additional 1 to 2 days.
He is on a lot of medications but there are combination blood pressure medications available so that he does not have too high a pill burden.

Combination blood pressure medications are medications that are made up of more than one medication in one tablet.

I hope this helps, feel free to ask any other questions
