Brief Answer:
Early surgery is the only answer.

Detailed Answer:

Hi,

Papillary thyroid carcinoma needs surgery as soon as diagnosed. No other options to consider. It will metastasize to the whole body if not operated. Stage I cannot comment without seeing the patient and detailed evaluation. I have seen the report attached which only suggests malignancy of the thyroid? Papillary as per FNAC.
you must see an endocrine surgeon or Oncosurgeon.

Hope I have answered your query.
