The rationale is to wait till the age of 18, when power keeps on changing. The catch is that power should be stabilized for a minimum period of 2years.
So if the power has stabilized by about 19 or 20 years and then we wait for 2 years of stoppage of progression of power, 21 is the minimum age , as we do not want to take any chance.
