Brief Answer:
You can ejaculate without achieving complete erection

Detailed Answer:
Erectile dysfunction is a type of sexual dysfunction characterized by the inability to develop or maintain an erection of the penis during sexual activity.

Yes a person can ejaculate even without achieving complete erection.

However, it is basically a subjective condition. If you and your partner are satisfied in the sexual act, it is not labelled as dysfunction usually.

Brief Answer:
Hard enough to insert into vagina

Detailed Answer:
If the erection is not hard enough or loose so that insertion into vagina is not possible during intercourse.

While during masturbation, this can not be judged and there can be ejaculation without hard erection.

Although, it is a subjective thing.
