Question: ijust had an x ray it said no acute pulmonary disease lungs clear heart normal . so i do not have copd?

what does no acute pulmonary disease mean?
they also said i had a sinus infection that was making me cough.

First thing regarding chest X ray reporting. One should not report like this "no acute pulmonary disease" because many acute disease can have normal X ray and need CT scan or other modalities for diagnosis.

Most of the cases of COPD have abnormal X rays like hyperinflation, tubular heart, peripheral pruning of vessel etc. But COPD also may have normal X ray. The diagnostic test is spirometry not the chest X ray.
COPD Is a disease of elderly smoker. Soif your age is in 50s or 60s and if you were chronic smoker with symptoms of persistent breathless or cough for years then you may have COPD and must go for simple breathing test called spirometry.

Yes chronic sinusitis is a cause of chronic cough. If you feel pain above eyebrows or by the side of nose then you must go for xray para nasal sinus which will reveal hazyness of sinuses. Usually it is treatable with antibiotics like amoxycillin clavulanic acid and steam inhalation. If not relieved by antibiotic then may require surgery.
