What Does The MRI Scan Test Report Indicate?

Question: hi
with many regards.
My mom is living in another country. She is 59 years old. 80Kg weight. She fell down in a bath around few weeks ago. Her doctor did MRI test for her the result is as follow:
multiplanars and multisequentials images reveal:

Right knee:
small popliteal cyst is seen next to medial head of gastrocnemius muscle.
patella is seen in normal position
supra and infrapatellar tendones are normal.
mild effusion is seen in patellofemoral joint.
Bone bruise is seen in posterior surface of patella.
Bucket handle rupture is seen in medial meniscus with thinning of body and horns
lateral meniscus is normal
PCL is seen in its normal location with normal signal
No evidence of ACL tearing is seen
medial and lateral collateral ligaments seem normal.

her doctor suggested to do surgery but I am so worried about her. It would be nice of you if you can tell me does she really need to have surgery or not?
I looked at some medical website but they suggested first to do nonsurgical treatments like ice compress and so on if it don't work then the second treatment option would be surgery.

Your mother has a bucket handle tear of the medial meniscus. The conservative treatment of rest and knee brace followed by physiotherapy is not successful in many cases due to a poor vascularity of the area. If the tear is displaced by more than 3mm then surgical repair is the only option.
Arthroscopic knee surgery is a safe procedure and is associated with excellent results. She can have her knee mobility back after the surgery.
