The small red tissue seen in umbilicus is called granuloma and it is not infected.
The umbilical granuloma is most common abnormality related to umbilicus in newborn.
It is seen when the cord falls and there is nothing to worry.
It is a benign condition and can be treated very well with application of silver nitrate.
I suggest you to consult a pediatrician for its proper treatment.
