The result indicates absence of Lyme's disease. ELISA test is done to detect antibodies in blood, in the absence of active infection antibodies are not present which is depicted as negative ELISA test.

It is very reliable test. Final way of ruling out is antigen testing. Negative ELISA test and negative clinical finding rules out Lyme disease.
