Brief Answer:
It could be lymphatic fluid.

Detailed Answer:
Hi
As per your description, it looks like Lymphatic fluid.
Usually , the fluid will not leak.In cases of infection of the skin and subcutaneous tissue (Cellulitis),leakage will be seen.
If the affected limb is red and swollen,it is of more severe type.
I prescribe Antibiotic like Linezolid 600mg twice daily , anti inflammatory tablet to my patients with similar complaints. Affected lower limb has to.be kept elevated. Diuretic will be helpful if there is no infection.
Please consult your doctor, get examined clinically and proceed accordingly.
Hope I answered your query. If you have any questions, I will clarify further.
Wish you good health.
Regards
