Question: I have a rash around my waist and butt, it is also on inner thighs. More like welts. Could it be the detergent

It is possibly the detergent though it can be related to any chemical agent that comes into contact with your skin.

This would include soaps, lotions and also the clothing material (if any recent changes).

You should change one item at a time so that you can more easily identify the causative agent.

Use hypoallergenic agents.

You may want to use topical steroid creams to apply to the rash. If you have already tried over the counter creams then you may need a prescription cream from your doctor.
These are stronger than the OTC meds.

The steroid creams reduce the skin inflammation.
