What Do Tiny Blisters On The Penile Shaft Indicate?

Question: I have a few, but not many, tiny blisters around the ring of my penis shaft where the skin changes color. It occurred after masturbation with saliva and I currently have what's referenced as XXXXXXX mouth due to a recently discovered allergy related to poison Ivy. I also had sexual contact with someone who admittedly has hsv-2, but the actual contact with the affected area was minimal with no penetration and her underwear never came off. I know of the potential for it to be dermatitis, but I don't know the likely hood. However, I also know that my chances of contracting hsv-2 from the encounter was very minimal and that encounter happened over 2 months ago with no partners since. The blisters are small and easily unnoticed, they itch only occasionally and don't hurt or burn and only appear laterally across the ring. What do you think the condition is?

I have gone through your history and according to me it could be either penile pearly papules which is a physiological condition or nonspecific eczematous dermatitis.
Chances of these being herpes is unlikely.
I would recommend you to upload the photographs of the affected areas so that I can have a clearer picture of the condition and can guide you accordingly.
