As per your complain it seems like pigmentation of the soft palate but as they are symmetrical I would like to know a few more details..

1.Since how long the spots are present?
2.Are the spots elevated or feels raised from surrounding mucosa surface?
3.Is there any pain associated?
4.Do you have smoking habits?
5.Any medical problems or do you take any medications?
6.Any difficulty in swallowing?

i noticed 2 weeks ago they do not feel raised there is no pain no diffculty swallowing and i do smoke

Looks like Smoker's Melanosis..

It is appearing like Smoker's Melanosis that is excessive pigmentation that can occur due to certain chemical substances present in smoke and also heat can cause increased melanin pigment formation..

However I would still suggest you to go for a clinical examination and a biopsy if needed for confirmation..
