Brief Answer:
It is not cancer.

Detailed Answer:
Hello!

Welcome to HealthcareMagic!

I read carefully your query and understand your concern.

This growth in your penis definitely is not cancer.
Since you were born with it ,there is no chance to be cancer. It might be just a skin tag or a mole.
Cancer is a progressive disease ,which means that since the moment when the first cancerous cells appear ,they multiply constantly and in a short period of time (months to few years) it is developed a cancerous mass and it is spread in other organs.

You have nothing to worry about this .Cancer is not an option in your case.

Hope it helps.
Let me know if you have any other question or doubts to clarify.I will be happy to assist you further.

Kind Regards,

Brief Answer:
It can be removed.

Detailed Answer:
Hello again!

If this skin growth is causing you any kind of discomfort ,you can get it removed.
First you should consult a physician or a dermatologist and get it examined just to know for sure if it can be removed (they evaluate the size ,shape ,construction etc) but I don't think there will be any problem with get it removed.

After examination the doctor may advise you the best way to remove it.

Hope it helps.
