Question: yes, my wife of 54 had sudden severe pain in her arms, both, and weakness and pain up to her shoulder. she was over it in about 30 seconds to a minute. no history of health problems. now she feels fine but both arms feel a bit weak and heavy. she is not slurring or showing any signs of stroke.

The sudden pain, weakness that she had is likely to be due to a mild nerve root compression or irritation at the level of cervical spine. An abnormal neck position or mild spondylottic changes in cervical spine can cause this.
Since the pain has subsided there is nothing to worry now. Regular neck strengthening exercises will help.
