Brief Answer:
Gurgling with lukewarm water as well as steam inhalation required

Detailed Answer:
Thanks for asking on Healthcaremagic. I have gone through the details and understand your concerns. Your mother seems to be having a throat infection along with some dehydration. Taking the following measures should help in resolution of the problem.
1. Give her plenty of water and fluids to drink.
2. Give her steam inhalation at least thrice daily. It will help in diluting the mucus.
3. Gurgling with lukewarm water should provide relief.
4. It could be associated with an allergic component. Give some antiallergic like levocetirizine tablet once daily for a few days.
5. Also get her blood electrolytes checked to rule out electrolyte imbalance.
6. Generally such throat infections take around 5 days to resolve irrespective of the use of antibiotics. So, I would not suggest you to give her antibiotics which would be ineffective anyway if the infection was viral

I think that with the above measures, she would soon be fine. If the symptoms do not resolve in a week or so, I insist that you visit a doctor and get her examined.

Wish her a quick recovery.
