The bumps you have,seems to be diffuse lump and seems to be with a long standing cause behind it.

Please update a Side view photograph of the left ankle Joint.
How long that swelling at the ankle is there?Is it on left side only or its there at some other sites also?
Does it hurt on pressure ?
Any history of sprained ankle in the past?
Any history of trauma to the ankle or foot?
Any noise or pain while moving it up an down?
Update if any X-ray report of the old left ankle / foot injury with its report?
Any history of Arthritis of left ankle or any other joint?
As nothing much is known about your health problem above information is needed to suggest further on it.

Primary / Provisional Impression-
This bump by Inspection seems to be inflammation of Synovial lining of the ankle joint or of the left tendon sheaths on the ankle front.

Primary(Provisional) Remedy -
Hot fomentation of the left ankle front.
Volataren Gel(OTC) locally to the ankle and foot area.
Rest -if its painful
