What Causes Small Reddish Dots Above Knee?

Question: I just noticed that I have serveral small red dots just above my knee on the front side of my legs. They do not itch or hurt etc. What could this be. I had a couple on my forearms the other day?

Since they do not itch, it is less likely to be due to allergic reactions. The red dots could be petechial spots could be due to low platelet count.
