I can see skin colored, raised bumps on prepuce and skin of shaft. They seem like genital warts to me. However I would request a few more close up clear Images for a confirmatory diagnosis.
Genitals warts are an infection caused by Human Papilloma Virus (HPV). They are usually asymptomatic soft, sessile, skin colored bumps.
HPV infection is usually acquired through sexual contact with an infected partner.
Treatment for genital warts is either vaporization with CO 2 Laser Or Radiofrequency cautery Or Electrocautery ablation. I suggest that you visit a dermatologist in your vicinity for the needful.
