Brief Answer:
Seems more like candidal/ yeast infection

Detailed Answer:
Hello. Thank you for writing to us.

I have gone throuh your query and i have reviewed the image.

In the image I can see that there are red colored spots on glans and prepuce.
The skin looks intact and there are no erosions or blisters unlike genital herpes.
This looks more like candidal balanitis rather than genital herpes.

I would like to gather some more information from you about your sexual history.

-Do you have any symptoms like burning sensation? Itching etc at the affected site?
-How many days since you have noticed these spots on glans?
-Are you sexually active? Do you have single or multiple sexual parteners?
-When was your last sexual contact?

Brief Answer:
Topical and Oral antifungals

Detailed Answer:
Hello.

If I was treating doctor I would have suggested you to apply a topical antifungal cream e.g clotrimazole 1% cream, twice daily for 7 days.
A single dose of an Oral antifungal e.g tablet fluconazole would also be curative in candidal / yeast infection.
These are prescription drugs and should be taken under supervision. I suggest that you visit a dermatologist in your vicinity for the needful.
Clean the area with lukewarmm water. Avoid soap in this area. Avoid sexual contact for a week till this recovers.

Brief Answer:
Oral sex carries alow risk of HIV

Detailed Answer:
Hi.

No, these spots are only due to candidal/ yeast infection.
Oral sex carries a very low risk of Hiv as compared to unprotected vaginal or anal sex. However it would be wise to get tested for HIV, for your own peace of mind.

Brief Answer:
I suggest an HIV test at 4 weeks

Detailed Answer:
Hi.

Though, unprotected oral sex itself carries a low risk for Hiv but because there is a likelihood that there may have been some blood contaminated genital secretions coming in direct contact with your oral mucosa while performing oral sex this increases the risk somewhat.
Nevertheless one should always test appropriately for Hiv to rule out the possibility with certainty.
I suggest that you take an HIV Antibody and P 24 Antigen test at 4 weeks from this incident.
A negative test at 4 weeks would be conclusive and you can assume yourself to be safe.
