Dermatologic (skin) conditions are very difficult to evaluate without seeing them. First it depends upon the way the meth is taken. With intravenous administration of a drug, germs can get in and spread all over giving spots. This can be a very serious ongoing infection that will be fatal if untreated.
Or acne (but that is more outside and the serious one is more on the inside).
Allergic reactions to some of the components .. but that would be ALL over not just the face.
Circulatory effects from the methamphetamine can break small blood vessels, but would tend to be more all over. And looks like small burst vessels.
There are many dermatologic conditions NOT related to methamphetamine that give spots. Rosacea for example (a very mild condition that mainly affects the face around the nose and top of cheeks).
