Brief Answer:
Unlikely to have a bacterial source ma'am

Detailed Answer:
Hello ma'am and welcome.

Thank you for writing to us.

I have gone through your query with diligence and would like you to know that I am here to help. In my opinion, only a laboratory analysis of the cells taken from the region would help in accurately establishing the cause for his presentation.

But it is important to note that a presentation similar to that of your partners appears due to fungal infections, dermatitis or eczema. And so antibiotic applicants like neosporin will not be beneficial at all.

I would advise you to request your partner to visit a dermatologist who will surely be able to rid him of this presentation for good. I hope you find my response helpful and informative ma'am. Please feel free to write back to me for any further clarifications, I would be more than happy to help.

Best wishes.
