Question: i had fat transfer a year ago had no problem at all and 3 weeks ago I got a hard PAINFUL BUMP ON MY BUT CHECK CAN IT BE AN INFECTION FROM THE SURGERY OR something else

Infection year after a surgery is hardly possible. So this sounds like something else. It would be easier to answer your question if you attach a photo of it.
Your symptoms indicate that this might be an abscess. In such case it should be incised and drained.
Please consult general surgeon with it. In case of doubts soft tissues ultrasound should be done.
