Brief Answer:
May be Phlebo-thrombosis

Detailed Answer:
Hi.
Thanks for your query and the picture and history of gastric sleeve surgery one year back.

Is the vein painful or tender to touch ? In the picture there looks to be no redness or swelling around it. Is it collapsed after elevating above head? Is is palpable as something hard within it ?

The probable causes I can think of are :
Reactivation of thrombophlebitis causes by intravenous injections / fluids during your surgery.
Idiopathic- no known cause.
Tight clothing or something around right upper limb.

In dehydration the veins are collapsed.
Carpal Tunnel Syndrome is not known to cause any problems with the veins.

I would suggest you to have a wait and watch approach as this may wear off on its own, the body taking care of. If the problem persists you may please get this examined. Do not fiddle with the vein.

Brief Answer:
Not to worry , then.

Detailed Answer:
Please do not worry about, then.
Just a dilatation/ distension.
You must have lost weight and fat after the Gastric Sleeve, so apparently the veins in the periphery can be more visible.
