Brief Answer:
Get him to an neurovascular facility

Detailed Answer:
Thank you for asking!
Numbness in feet followed by color change to the extent of cyanosis (blue soles) is not good and may indicate a severe neurovascular compromise and neuropathy and vascular insufficiency. Persuade your husband to visit a doctor. It needs help or he might end up in limb amputation due to this unwanted resistance. This need some work up to connect the dots and sort out the cause and might need some intervention to spare the limb and restore the neurovascular status.
Meanwhile control his diabetes if any, no alcohol or any smoking for him at all, nutritional supplements specially vitamins b12 and 6 to help nutritional support for this neuropathy etc is advised.
Request him. persuade, bribe him, drag him , chain him , hand cuff him , do whatever it takes to make him examined and assessed by experts nearby .Its all for his benefit and you will be a good caretaker.
Take good care of both yourselves and don't forget to close the discussion please.
May the odds be ever in your favour.
