Brief Answer:
They look like varicose veins.

Detailed Answer:
Hi

As per your description, it looks like Varicose veins.Dilated and tortuous veins are called varicose veins. Most of them are soft and compressible when they are pressed.
I would like to have some more information. Whether surgery was done for Varicose veins? Please give details of the treatment.

I would also like to see the swelling near the ankle. Please attach a picture.
In my opinion, you should get Colour doppler of the affected lower limb.Exact diagnosis will be confirmed. Now a days, good results are seen with LASER treatment of varicose veins.
Till then, use elastic crepe bandage for the lower limb.

Hope I answered your query. If you have any questions, I will clarify further.
Wish you good health.
Regards
